Term limits & the 125th Ohio General Assembly

All members of the 125th Ohio General Assembly are serving under the 1992 term limit amendment to Ohio's Constitution. The year that follows each member's name indicates the final year that member may serve. House members are limited to four consecutive two-year terms while Senate members may serve two consecutive four-year terms. Read footnotes for revision history of this document.

Revision History:

  1. Senator Steven Stivers, Republican, Columbus, 16th Senate District, was elected to the Senate on January 9, 2003 by the Senate Republican Caucus to fill a vacancy created by the resignation of Priscilla Mead who left with two years remaining in her term that ends December 31, 2004. Senator Stivers may seek election to two additional four-year terms.
  2. Senator Marc Dann, Democrat, Liberty Township, 32nd Senate District, was elected to the Senate on January 6, 2003 by the Senate Democratic Caucus to fill a vacancy created by the resignation of Tim Ryan who was elected to Congress and left with two years remaining in his term that ends December 31, 2004. Senator Dann may seek election to two additional four-year terms.
  3. Rep. Jeffrey Manning, Republican, North Ridgeville, 57th House District, was appointed Lorain County Prosecuting Attorney and resigned from the House effective March 4, 2003. On April 8, 2003, the House Republican caucus elected Earl Martin, Republican, Avon Lake, to serve the remainder of Mr. Manning's term ending December 31, 2004.
  4. Senator Leigh Herington, Democrat, Ravenna, 28th Senate District, resigned effective September 17, 2003. Kimberly A. Zurz, Green (Summit County), Democrat, was elected on September 18, 2003 to serve the remainder of a term ending December 31, 2004.
  5. A question arose in early October 2003 regarding the eligibility of Rep. Dale Miller to seek election in 2004 to another two-year term in the Ohio House (See Ohio Report No. 191, Oct. 2, 2003). Mr. Miller was elected by the House Democratic caucus in January 1997 to serve a "full" term in the House after the winner, former state Rep. Patrick Sweeney, a fellow Democrat from Cleveland, was disqualified; Mr. Sweeney had already been sworn into office as a state senator. It required an opinion by the Ohio Legislature Service Committee to apparently resolve the issue in Mr. Miller's favor. Although the LSC memo is not a binding legal opinion, it concluded that Mr. Miller had been elected to fill an unexpired term rather than a "full" term as stated by the resolution House Democrats adopted in January 1997 that provided for his election.
